According to Articles 8 and 17 of Decree No. 167/2013/ND-CP, in case of failure to register temporary residence for foreigners, the following administrative responsibilities may apply:
- Fine from VND 500,000 to VND 2,000,000 shall be imposed on foreigners who fail to declare their temporary residence within 15 days or less without the permission of the competent authority;
- Fine from VND 3,000,000 to VND 5,000,000 shall be imposed on foreigners who fail to declare their temporary residence within the prescribed time limit from 16 days or more without the permission of the competent authority.
- For individuals, householders who do not register to declare temporary residence and absence will be fined from VND 100,000 to 300,000.

- For the owner of the accommodation or the lessor, it is required to carry out business registration procedures for individual business household.
- The rental and lease must be made into a contract, if the lease term is 6 months or more, the contract must be notarized, certified and registered.
- After signing the house lease contract, the owner must complete the procedures for temporary residence registration for foreigners at the local police.

Step 2: Declare all information in the form of temporary residence registration for foreigners (Form NA17, Circular No. 04/2015/TT-BCA).
Step 3: Bring the temporary residence declaration form to the on-duty officers of police station at the commune/ward level to register and receive the confirmed form and complete the temporary residence registration procedures for foreigners.
