Unlike a business visa or a work visa, the NN3 visa is associated with the purpose of working, coordinating or performing duties with foreign organizations, representative offices, branches or eligible foreign entities in Vietnam. Who is eligible for an NN3 visa?
The NN3 visa may be considered for the following groups of foreigners:
- Personnel entering Vietnam to work with foreign non-governmental organizations;
- Personnel working at representative offices or branches of foreign traders;
- Experts, advisors, coordinators or project personnel of foreign organizations;
- Foreigners invited by a foreign organization in Vietnam to work, coordinate professionally, participate in a project or perform assigned duties;
- Foreigners with an invitation letter, assignment decision, duty assignment document or other supporting materials proving the working relationship with an organization under the NN3 category.
Depending on each case, the competent authority may further review the legal documents of the sponsoring organization, expected working period, visa collection location, foreigner’s personal information and supporting documents proving the purpose of entry.
Requirements for an NN3 visa
To be considered for an NN3 visa, the foreigner and the inviting or sponsoring organization generally need to meet the following conditions:
- The foreigner has a valid passport or international travel document;
- There is a foreign organization, representative office, branch or eligible foreign entity in Vietnam acting as the inviting or sponsoring party;
- The inviting or sponsoring organization is lawfully operating in Vietnam;
- The purpose of entry is consistent with the NN3 visa category;
- The foreigner does not fall under cases of prohibited entry under Vietnamese law;
- The application information and supporting documents proving the purpose of entry are consistent, valid and appropriate for the receiving authority’s requirements.
If the foreigner enters Vietnam to work directly for a Vietnamese enterprise, signs an employment contract, or holds a position as an expert, manager, executive director or technical worker, another work-related visa category may need to be considered.

Validity of an NN3 visa
An NN3 visa is valid for no more than 12 months. Depending on the purpose of entry, expected working period, sponsorship documents and decision of the competent authority, the visa may be issued for a shorter period.
If the NN3 visa is close to expiry and the foreigner still needs to continue staying or working with the foreign organization in Vietnam, the sponsoring organization should review the conditions for a new visa, temporary stay extension or another suitable visa category, where legally applicable.
The actual visa validity may depend on several factors, including passport validity, the legal documents of the sponsoring organization, the purpose of entry and the assessment of the competent authority.
Can an NN3 visa holder apply for a temporary residence card?
NN3 visa holders are not eligible for a temporary residence card under the NN3 category.
Under current regulations, temporary residence cards may be considered for certain visa categories such as LV1, LV2, ĐT, NN1, NN2, DH, PV1, LĐ and TT. The NN3 category is not included in this list.
Therefore, if the foreigner needs to stay in Vietnam for a longer period, the sponsoring organization should review the purpose of stay, job position, type of organization and legal basis to determine a more suitable solution. In some cases, a work visa, investor visa or another visa category may need to be considered if the legal requirements are met.
Required documents for a new NN3 visa
The document checklist for a new NN3 visa may vary depending on the place of submission, visa collection method and specific requirements of the competent authority. In general, the sponsoring organization and foreigner may need to prepare the following documents:
- Original passport or valid international travel document;
- Portrait photo meeting the applicable requirements;
- Official request for personnel review and entry approval under the appropriate form;
- Written request for visa issuance or entry approval as required by the receiving authority;
- Legal documents of the foreign organization, representative office, branch or eligible foreign entity in Vietnam;
- Documents proving that the foreigner enters Vietnam to work with an organization under the NN3 category;

NN3 visa application process
The NN3 visa process generally includes the following steps:
Step 1: Check eligibility and determine the correct visa category
The sponsoring organization should review the purpose of entry, the legal status of the organization in Vietnam and the relationship between the foreigner and the organization to determine whether the NN3 visa is the appropriate category.
This is an important step because choosing the wrong visa category may result in requests for amendment, supplementation or refusal, which may extend the actual processing timeline.
Step 2: Prepare the entry sponsorship documents
The sponsoring organization prepares the application for personnel review and entry approval for the foreigner. The application should clearly state the foreigner’s information, purpose of entry, expected stay period, visa collection location and information of the inviting or sponsoring entity.
Before sponsoring a foreigner’s entry into Vietnam, the organization may need to satisfy requirements relating to legal documents, electronic account and digital signature, especially where the application is submitted online.
Step 3: Submit the application to the competent authority
The sponsoring organization submits the application to the competent immigration authority or files it online through the public service portal in accordance with the applicable instructions.
The receiving authority will review the application, request supplementation if necessary and process the case in accordance with regulations. The administrative processing time is calculated from the date the competent authority receives a complete and valid application.
Step 4: Receive the entry approval or acceptance result
Once the application is approved, the sponsoring organization receives the result and informs the foreigner so that the visa can be collected at the approved location, time and method.
The foreigner should carefully check the information on the approval letter or result, including full name, passport number, nationality, visa category, validity, visa collection location and number of entries.
Step 5: Collect the NN3 visa
The foreigner completes the visa collection procedure at a Vietnamese diplomatic mission overseas, international border gate or another location stated in the approval document, depending on the case.
When collecting the visa, the foreigner should prepare the passport, photo, approval letter, declaration form and relevant supporting documents as instructed. After the visa is issued, all information on the visa should be carefully checked before entry or continued stay in Vietnam.
NN3 visa processing time
The processing time for an NN3 visa depends on the method of submission, visa collection location, condition of the application and requirements of the competent authority.
Under current administrative procedures for personnel review and entry approval through electronic transactions, the processing time is generally:
- No more than 05 working days from receipt of a complete and valid application where the foreigner receives the visa at a Vietnamese visa-issuing authority overseas;
- No more than 03 working days from receipt of a complete and valid application where the foreigner receives the visa at an international border gate;
- Certain special cases may follow a different processing timeline as prescribed by law.
The actual service timeline may be longer than the statutory processing time because it also includes consultation, eligibility review, document checking, preparation, submission coordination, result monitoring, handling of supplementation requests and guidance for the foreigner to collect the visa.
NN3 visa fees
NN3 visa fees are applied according to the official schedule of fees and charges in the field of exit, entry, transit and residence in Vietnam at the time of application.
Under Circular 28/2026/TT-BTC, effective from 01 April 2026, the visa issuance fees for foreigners include:
- Single-entry visa: USD 25 per visa;
- Multiple-entry visa valid for no more than 90 days: USD 50 per visa;
- Multiple-entry visa valid for over 90 days to 180 days: USD 95 per visa;
- Multiple-entry visa valid for over 180 days to 01 year: USD 135 per visa.
