The Ministry of Health has just issued a document on the prevention of the COVID-19 epidemic for people entering Vietnam. Accordingly, those entering the country having received a full dose of vaccine or have recovered from COVID-19, with a negative PCR test, will be isolated at home for 3 days, the pilot period will start from January 01, 2022.
On December 16, 2021, the Ministry of Health issued the Document No. 10688/BYT-MT to ministries, ministerial-level agencies, and government-attached agencies; People's Committees of provinces and centrally run cities. In the document, the Ministry of Health mentioned the following main information:
General requirements for epidemic prevention and control for people on entry
Having a negative test result for SARS-CoV-2 (by RT-PCR/RT-LAMP method) within 72 hours before entering Vietnam and being certified by the competent authority of the country performing the test (except for children under 2 years old).
Make medical declaration before entry; When entering Vietnam, the foreigner must install and use a medical declaration application (PC-COVID) to declare health and monitor health according to Vietnam’s regulations (recommended for guests entering for diplomatic purposes, public service).
In case the people on entry is a Vietnamese citizen, overseas Vietnamese and relatives (including spouse, children) who have not been vaccinated or have not received a sufficient dose of COVID-19 vaccine, vaccination will be performed (free of charge) during quarantine time (if eligible).

Paying for testing costs, medical quarantine, medical examination and treatment and other related expenses (if any) in the course of prevention and control of the Covid-19 epidemic as prescribed in Resolution No. 16/NQ-CP dated February 08, 2021 of the Government on the cost of medical quarantine, medical examination and treatment and some specific regimes in the course of prevention and control of the Covid-19 epidemic.
Requirements for epidemic prevention and control for specific cases
For such people on entry who have received a sufficient dose of vaccine or recovered from COVID-19
In the first 03 days from the date of entry: the person on entry will self-monitor their health at the place of stay (including houses, hotels, motels, resorts, headquarters of the representative agency, dormitory, guest houses of production and business establishments, etc.); Not allowed to come into contact with people around, not to leave the accommodation.
Test for SARS-CoV-2 by RT-PCR method on the 3rd day from the date of entry. If the test results are negative for SARS-CoV-2, they will continue to monitor their health until the end of 14 days from the date of entry; In case the test result is positive, they will be handled according to regulations.
For such people on entry who have not been vaccinated or have not received a sufficient dose of COVID-19 vaccine
Take quarantine at the place of residence for 07 days from the date of entry; Test for SARS-CoV-2 by RT-PCR on the 3rd and 7th day. If the test result is negative for SARS-CoV-2, continue to monitor health until the end of 14 days; In case the test result is positive, they will be handled according to regulations.
For people entering the country under 18 years of age (hereinafter referred to as children), persons aged 65 years or older (hereinafter referred to as the elderly), pregnant women, people with underlying medical conditions (but not being monitored and treated at medical facilities): shall be isolated together with parents/care-givers (hereinafter referred to as care-givers). Care-givers must have received a sufficient dose of COVID-19 vaccine or have recovered from COVID-19 and must sign a commitment to voluntarily self-quarantine after being explained about the risks of COVID-19 infection; must strictly comply with the requirements on testing and regulations on COVID-19 prevention and control like those on entry.
Inspection and recognition of the Certificate of COVID-19 Vaccination, Certificate of recovery from COVID-19
Regarding the inspection and recognition of the Certificate of COVID-19 Vaccination, the Certificate of recovery from COVID-19 abroad (or the vaccine passport): shall comply with the guidance of the Ministry of Foreign Affairs.
Regarding the recognition and examination of the Certificate of COVID-19 Vaccination, the Certificate of recovery from COVID-19 in Vietnam: shall comply with the guidance of the Ministry of Health.
Note:
- This Official Letter shall replace the Official Letter No. 6288/BYT-MT dated August 04, 2021 of the Ministry of Health on reduction in the time of concentrated medical quarantine for people entering Vietnam who have received a sufficient dose of COVID-19 vaccine, the Official Letter No. 5446/BYT-MT dated July 08, 2021, the Official Letter No. 6670/BYT-MT dated August 16, 2021 of the Ministry of Health on medical quarantine of Diplomatic Missions, the Official Letter No. 7020/BYT -MT dated August 25, 2021 of the Ministry of Health on quarantine and prevention of COVID-19 for children. Depending on the epidemic situation, the time and form of quarantine will be adjusted accordingly.
- This Official Letter does not apply to those who have entered Vietnam and are in quarantine and medical monitoring as prescribed before the date of issuance of this Official Letter.
