According to the Circular 250/2016/TT-BTC, depending on the locality where a foreigner performs the procedures for a work permit application, the fees will be different. The difference between provinces is due to the fact that the work permit issuance fee for foreigners working in Vietnam is one of those fees which are both under the deciding competence of the Ministry of Finance and under the jurisdiction of the provincial People’s Council.

Where to pay the issuance fee of work permit for foreigners?
Depending on the workplace of the foreign worker, the place to pay the work permit issuance fee also differs:
+ Foreign workers working outside the industrial zones or export processing zones shall pay the work permit issuance fee together with the application at the Department of Labor, Invalids and Social Affairs of the province/city.
+ Foreign workers working in the industrial zones and export processing zones shall pay the work permit issuance fee together with the application at the export processing zone and industrial park Authority of the province/city.
+ Foreign workers working in hi-tech zones shall pay the work permit issuance fee together with the application at the Management Board of the hi-tech park of the province/city.
However, depending on the characteristics and assignment of jurisdiction to handle the work permit procedures of each locality, at some places, the applicant must submit all forms of Vietnam work permit application at the Department of Labor, Invalids and Social Affairs of the province/city.
