The Ministry of Health issued the Official Letter No. 4674/BYT-MT providing medical guidance on Covid-19 prevention and control for foreigners entering Vietnam to work for a short time (less than 14 days). Accordingly, foreigners who enter Vietnam to work for less than 14 days will be exempt from quarantine, but still have to comply strictly and fully with regulations on epidemic prevention and control.

Foreigners exempt from quarantine when entering Vietnam
Foreigners who enter Vietnam (hereinafter referred to as experts) to work for a short time, less than 14 days and are exempt from quarantine, include:
+ Investors, experts, skilled workers, enterprise managers, their relatives and subjects as agreed with each country.
+ Visitors entering Vietnam for diplomatic and official purposes.
Requirements for inviting foreigners to enter Vietnam
According to the guidance of the Ministry of Health, experts and visitors entering Vietnam for less than 14 days do not have to take concentrated quarantine for 14 days, but they must comply strictly and fully with regulations on Covid-19 epidemic prevention and control, to ensure safety and prevent cross-infection and community infection.
Before entry
+ Making the specific working plan, preparing accommodation, means of transportation and quarantine places for experts, plan to ensure safety for COVID-19 prevention and control during the working process of experts and people in contact with them.
+ Experts must be tested for SARS-CoV-2 by Real time-PCR technique within 3-5 days before the date of entry into Vietnam and their test results must be negative for SARS-CoV-2. The SARS-CoV-2 test must be done at the laboratory of the authorized medical authority.
+ They must enter Vietnam at least 1 day earlier than the expected working day.
After entry
+ Testing within 24 hours after entry and testing every 2 days (on the 3rd, 5th, etc. day) and 1 day before exit.
+ Arranging private accommodation, pick-up vehicles and making a list of people that they are in contact with in 14 days.
+ Arranging medical staff to support and monitor.
+ After 14 days from the date of arrival, if the foreigners’ test results are negative for Covid-19 and they wish to keep staying in Vietnam to work, they can continue working without quarantine.
The Vietnam entry process of foreigners who are exempt from quarantine
To invite or sponsor a foreign expert to enter to work in Vietnam for less than 14 days, the following procedures must be fully carried out:
Step 1: The units inviting experts to enter Vietnam to work must make a specific plan for entry, transportation, accommodation, meeting place, workplace, field location, travel schedule, the expected number of contacting people, plan to ensure safety in the working process of experts and visitors, contacting people, etc. and send it to the Department of Health and the City Center for Disease Control at least 2 weeks prior to the expected time of entry.
The time for assessing the expert's staying, working and travel plan is within 05 days from the date of receiving the documents.
Step 2: After assessing, the City Center for Disease Control will send the results to the Department of Health. If the plan meets the requirements, there will be a written reply sent to the unit. If not, the Department will send a written request to the unit to correct and send the plan back for assessment.
The response time is 07 days from the date of receiving documents.
Step 3: After receiving the written approval from the Department of Health, the unit will send the satisfactory plan enclosed in the application for experts entering Vietnam to work at the Department of Labour, Invalids and Social Affairs. The procedures will be guided by the Department of Labour, Invalids and Social Affairs. The working group of the City People’s Committee will appraise and submit to the City People’s Committee for approval for experts to work.
Step 4: After receiving the approval letter from the City People’s Committee, the written entry permit from the Vietnam Immigration Department, the unit will send the documents to the City Center for Disease Control for it to obtain the information and coordinate to receive experts.
