The APEC Business Travel Card (ABTC)
The APEC Business Travel Card (ABTC) is a specialized statutory document issued by competent authorities of member economies within the Asia-Pacific Economic Cooperation forum to eligible business executives. This card empowers holders to seamlessly enter and exit the designated nations or territories listed on the card without undergoing traditional entry visa application tracks before those respective economies.
Structurally, the ABTC is currently deployed in two primary formats: the physical plastic card and the virtual card (Virtual ABTC), both of which command absolute identical legal validity. While the operational lifespan of the ABTC was extended to 05 years in 2015, the corresponding regulatory criteria and dossier auditing protocols have become significantly more stringent, presenting noticeable administrative challenges for business executives.
Strategic Benefits of the ABTC
Possessing an ABTC unlocks elite commercial and global mobility privileges for corporate executives:
- For travel readiness to seamlessly deploy to APEC economies at any given interval to manage critical corporate mandates without facing visa-related delays.
- For absolute visa exemptions, eliminating administrative expenditures and preparation timelines; removing the necessity for foreign partners to dispatch original sponsorship instruments; and bypassing live interview queues at Embassies/Consulates.
- For VIP priority lanes (APEC lanes) at international airport immigration control checkpoints, bypassing standard public queuing.
- To establish corporate prestige, serving as a verified testament to the executive’s professional status, legal compliance, and the global scale of their enterprise.
- To capture an institutional leverage tool that heavily optimizes the applicant’s mobility profile when petitioning for entry visas to major developed Western economies such as the US, UK, France, or Canada.
APEC Business Travel Card Eligibility Requirements
Pursuant to Decision No. 09/2023/QD-TTg issued by the Prime Minister, to qualify for the issuance of the APEC Business Travel Card, both the sponsoring enterprise and the individual applicant must strictly satisfy the following integrated parameters:
For Sponsoring Corporate Entities
- The enterprise must possess an active, continuous operational history of at least 01 year factoring from the formal application date.
- The entity must demonstrate rigorous compliance with labor laws, specifically executing full and timely Social Insurance (SI) contributions for its workforce.
- The entity must hold active international transaction footprints, verified via executed commercial contracts, trade agreements, or investment ventures with partners based in APEC member economies (backed by validating instruments such as customs declarations, international telegraphic transfers, etc.).
For the Individual Corporate Applicant
- Must be a Vietnamese citizen of at least 18 years of age, possessing full civil capacity.
- Must hold status as a business owner, equity-contributing member, or an executive operating under a valid labor contract holding senior management roles, with an active tenure at the enterprise of at least 12 continuous months prior to the petition.
- Must possess a continuous and fully compliant Social Insurance contribution track under the sponsoring enterprise.
- Must demonstrate a verifiable commercial necessity for recurrent travel to participate in corporate assemblies, trade summits, or operational cross-border business activities within the APEC bloc.
Important Notes When Using an Apec Card
When using an Apec Card, businesspeople should note the following:
- Enter the destination economy strictly for business, short-term work or economic cooperation purposes;
- Prepare information on business partners, working addresses and business itineraries when requested at immigration checkpoints;
- Do not use the ABTC for tourism, family visits, long-term employment, study or immigration purposes;
- Comply with the permitted stay period of each destination economy;
- Respect and comply with the laws and entry/residence regulations of the destination economy;
- If the ABTC or ABTC account is lost, the businessperson must report the loss and carry out the procedure for cancellation of the card’s validity in accordance with regulations.

Frequently Asked Questions
Which countries can APEC Business Travel Card holders travel to?
The Apec card may support travel to participating Apec economies, depending on the list of economies that have granted pre-clearance and are recorded on the card. Fully participating economies include: Australia, Brunei, Chile, China, Hong Kong, Indonesia, Japan, Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Chinese Taipei, Thailand and Vietnam. The United States and Canada are transitional economies under the Apec scheme; they are not printed on the back of the Apec and the card does not replace visa requirements for entry into these countries.
Can an Apec card be extended?
No. An Apec card issued to a Vietnamese businessperson is valid for 05 years from the date of issuance and cannot be extended. When the card expires or falls under a case requiring reissuance, the businessperson must apply for a new card or reissuance in accordance with regulations.
